The 2019-2020 state budget is a done deal. According to Governor Cuomo's office, among the highlights are a permanent two percent property tax cap, elimination of cash bail for misdemeanors and non-violent felonies and a ban on plastic single-use grocery bags effective next year. The budget also expands funding for the Excelsior Scholarship Free Tuition Program and increases regulations for the limousine industry that resulted from the Schoharie stretch limo crash in October that killed 20 people.
